VIOLATION CODES AND ASSESSMENTS
For the court clerk, this area is probably the most important part of the duties, for the correct entries will ensure the correct fines and related assessments for all reporting and dockets. In addition, the UCR association will ensure that the UCR Report to the Department of Justice tallies and prints accurately.
Selection of the icon, “VIOLATION CODES” will allow you to input all violation codes of the department. It provides a “shortcut” code at the beginning which allows you to give a shorter name to the description of your code.
For instance, Speeding, if broken down in several steps, might be entered as an SP1, SP2, etc. to define the steps where you may have one code for speeding up to 10 miles over the limit, and another for more than that.
You will notice several drop down boxes while setting up your violation codes. When you see these, you must choose an option from the drop down list.
Important to this violation code are several items:
- The fine amount – this is the fine amount that come to your town/city (without assessments loaded).
- The ACD Code and the ACD Assignment – these are related to our e-citation module (optional) which transmits tickets to the MDPS electronically. These must be assigned if you plan to submit electronically. It is our understanding that in the near future this will be required.
- The UCR Code and the UCR SubCode, and related description. These are defined by the Department of Justice and should be a part of this record in order to generate your monthly UCR Report to the FBI.
- The [Assessments] Tab at the bottom which allows for input of all local and state assessments.
These should be added for each violation code, and should you enter retroactive data, all assessments should be added for the time period that you are entering.
In the above example, S = “State Assessment”, and the first one is “Court Constituency” assessment which is $ .50 and has been active since 6/30/1998. Should any assessment change, upon notification from the State Auditor’s Office, an ending date would be entered for the assessment, and a new assessment will be created for that code with a new beginning date, and no ending date.
These assessments are maintained by clicking on the icon in the middle, labeled “Assessments.” A plus sign (+) at the bottom will allow you to add an assessment, a minus sign (-) will allow you to delete an assessment (be careful here), and the up arrow allows your to “edit” an assessment. Note that when you are adding an assessment, you should click on the checkmark to save the addition.
The UCR Codes icon on the Main Screen of the [General] Tab are for viewing only. UCR codes are mandated and directed by the Department of Justice and may not be altered. They are here only for viewing.
